1. 2009 Performance Review and Staff Development (PRSD)

The 2009 Performance Review and Staff Development (PRSD) exercise was commenced on April 3, 2009.  The circular of Professor J.H.W. Lee of April 1, 2009 set out the timeline of the PRSD and spelt out how the on-line system has been enhanced for greater flexibility.  In order to further improve functionality and efficiency, the Human Resource Section and Computer Centre have reviewed the PRSD processes and simplified the on-line PRSD system.

The major features of the PRSD framework will prevail in the 2009 exercise:

(a) the 2009 PRSD review period is from April 1, 2008 to March 31, 2009;
(b) all full-time/fractional staff on fixed or substantive terms (including HKU staff seconded to SPACE and who have opted for PRSD framework) who have been in post for 12 months or more, i.e. on or before April 1, 2008, will be required to undergo the PRSD.  Temporary staff who have served the University continuously for 12 months or more are also required to undertake the PRSD;
(c) staff who have joined the University for less than 12 months but have completed 6 months or more of service i.e. those who were in post on or before October 2, 2008, can undergo PRSD if they so wish.

2. Features of on-line PRSD System

The on-line system has been enhanced to allow:

(a) users to save and print "draft" or partially-completed forms at various stages of completing the Report;
(b) Heads of Departments (or Deans of unitary Faculties) can reverse the steps of a PRSD report submission if the report is still with the Reviewee or Reviewer.  If the report has been submitted to the HR Section, assistance from the HR Section will have to be sought for reversing the steps;
(c) a link to be created for Reviewees/Reviewers to view the entire PRSD blank Form at any time;
(d) the e-Report, after the completion of Part III thereof, will be sent to Reviewers/Reviewees and the Head at the same time.  The workflow has been compressed such that the Head does not have to wait for the Reviewer to confirm "Read" in respect of the Reviewee's comments on the review meeting notes before endorsing the Report;
(e) Heads/Deans or their proxies to assign Reviewers, with the names of the Reviewers of the previous year appearing in the system for ease of reference; and
(f) Heads to assign proxies via the system, again with the names of proxies of the previous year appearing in the system.  Heads should confirm the names of proxies as appeared in the system, or assign new proxies, if necessary, through the system.

The online PRSD can be accessed through the HKU Portal => "MyUIS tab" => "Staff" menu.   Staff can commence preparation of the draft of their self assessment, which can be submitted once the Head of Department confirmed the reviewer(s).  All 2009 PRSD reviews are to be completed by May 31, 2009.
